The institutional environment of self─governance of the university refers to those institutions that prescribe and regulate the autonomous activities of the university. Such institutional environment in China has the following characteristics：macro encouragement with micro restraining, institutional redundancy as well as shortage, inadequate institutional space which is narrower than that of conceptual space, and lacking of traditions in the rule of law and maturity in citizenship society. Under such institutional environment, the self─governance of Chinese universities exhibits high level of structural similarities as that of China’s political─economy：type.
