中文摘要 「蘇花高」由提出、規劃到政策爭議歷經二十多年,社會環境條件與發展思維漸漸轉變,但舊時代思維遺留的「蘇花高」建設卻陷入反覆的政治化操作,漸漸與國家計畫和當代綠色思潮脫節甚遠。本研究將以「建設純淨花東義工組織」的9位志工為研究對象,運用文件分析及對深入訪談法,進行質性資料的蒐集與分析,以探討以下研究目的:(一)組織的資源動員歷程;(二)志工進行非正規行動學習的策略。本研究獲致五點結論:(一)志工組織進行資源動員的歷程之前提為,需要有共同關注的議題、有具體目標、任務及產出;(二)志工的背景多元、專業不同,需要透過溝通、討論與協調,經由彼此的學習互動以達成對具體任務和產出成品的共識;(三)志工進行非正規學習的內涵,可以採用「以具體產出成品」引導討論方向,運用「團隊合作,專業分工」的學習方式;(四)透過「對話」的方式,讓志工經由互動中相互學習和瞭解,建立自己的角色定位和分工,進而建立學習與成長的方向;(五)志工的行動學習策略包含:建立共識、創造參與感、資訊充分的流通、意見的討論、團隊合作學習及流通產品,以提升參與者的成就感。
英文摘要 The issue of “Su Huagao” was proposed, planed and disputed as a policy for more than 20 years. Although the social environment conditions and the thought of national development have changed gradually, this issue is still politicized by policemen repeatedly, and deviates from the modern green trend of environmental protection. Nine volunteers of the association for constructing a pure “Huadong” were interviewed. The methodology of document analysis and deep interview were used to collect and analyze qualitative data in this study. The purposes of this study are: (1) Discover the process of resource mobilization in volunteer’s association; (2) Reveal the strategy of non-formal action learning in volunteers. The following major conclusions were drawn: (1) Building up the premise of the process of resource mobilization for volunteers, they need to have the same interesting subject, the concrete goals, duties and products; (2) Because volunteers have different backgrounds and specialized professions, they need to learn more about how to communicate, discuss, coordinate and interactively learn to achieve the concrete duties, products and common consensus; (3) For performing non-formal learning, volunteers can use the learning method of team cooperation and Professional Services, and adopt the method to produce concretely products to guide the direction of discussions; (4) By the way of “dialogue”, the volunteers can learn and understand each others via interaction to build their own role and profession in the association, and then establish the directions of their learning and growing; (5) The action learning strategies to promote volunteer’s sense of achievement include building common consensus, creating the sense of participation, knowledge-information circulation through the association, discussing the opinions, learning together and team cooperation, and circulating the products.
