本文的目的是以英國在教師素質層面的治理作為分析的對象，透過認識Foucault的治理論點，理解英國治理教師素質的結構轉變，並分析轉變的歷程，理解目前對於教師素質治理結構的具體表現及其背後之意識型態，經過理論與實際的分析，期能為台灣在建立教師素質的整體治理結構時之參考。

| 英文摘要 |
This article aims reviews the change of government policies toward teacher quality in England. Using Foucault’s definition of governmentality, this article explores the practice and ideology of teacher quality policies in England. Through an analysis of theory and practice, the findings section includes the relevancy of these issues in the Taiwan context.
