民办高等教育的发展，缓解了高等教育供求失衡的矛盾，改革了单一高等教育资源的配置，促进了我国高等教育结构的调整和优化。然而由于缺少政府的资助，民办高等学校面临向社会、市场寻觅资金的困境，以致于现了自身行为失范、公益性受削弱等许多不可忽视的问题。本文运用委托代理理论，在分析教育体系内部关系的基础上，分析了政府如何对民办高等学校进行监管，并通过均衡办学质量，办学规模和学费三者之间的关系，科学确定民办高等学校招生规模，从而达到提高政府监管效率的目的。

| 英文摘要 |
The article argues that because of asymmetric information the university is at a relative disadvantaged position in the processes of faculty recruitment. Excessive degree of asymmetric information may lead to adverse selection in faculty recruitment, and this may risk the capacity of the entire faculty force and hence overall academic productivity and creativity of the university.
