本文比较详细地探讨了我国转型期中央与地方高等教育权力博弈的性质及其特征。本文认为，转型期我国中央与地方高等教育权力博弈的性质共有四种，即非规范式、强制性、非均衡性和层次性。在不同阶段，权力博奕性质的侧重点略有不同，在第一阶段和第二阶段，主要表现为非规范性和强制性，在第三阶段和第四阶段，则以非均衡性和层次性为主。

| 英文摘要 |
This article presents an in─depth game theory analysis of the nature and characteristics of the power relationship between central and local government in Chinese higher education during the transitional stage since 1978. It argues that non─criterion, compulsion, non─equilibrium and arrangement are four main characteristics such power relationship. The emphasis of the power game is different in the various phases. The first and second phases mainly manifest non─criterion and compulsion, while the third and fourth phases primarily represent non─equilibrium and arrangement.
