Based on the author’s experience at the OECD 2002 Higher Education Conference and the papers presented at the conference, the article gives an overall review on the conference which centers around five themes as the following：（1）Humanism：the shift and the development of global emphasis on higher educational system；（2）Carrot and stick：the developing trend of the interaction between governmental policy and institutional behavior；（3）The transnational of universities and the academic ideal；incentives and co─operations of international education market；（4）The individual development of human resource：career path and incentive mechanism；（5）Institutional identify：how we should run an university nowadays.
