The fundamental factor of the university innovation is the innovation of the system. It is the basic condition for the success of the world’s first─class universities. One of the major differences between Chinese universities and the World’s first─class universities is the backward university system. The innovation of the system is an effective way to realize the leaping development of our universities. The essence of the innovation of the university system is to liberalize the productivity of knowledge.
