建设世界一流大学既是世界高等教育的热点，也是中国社会和教育发展中一个令人关注的话题。本文围绕世界一流大学建设的若干热点问题，在阐述世界一流大学内涵基础上，既分析了建设世界一流大学的必要性，也回答了其可能性。文章最后如何认识抓基础教育与抓一流大学建设的关系入手，强调要继续把教育作为社会发展的战略重点，同时要善于把握矛盾主要方面的变化，坚持两点论基础上的重点论。

| 英文摘要 |
Building the world ─ class university has become a focus of attention in global higher education, and also a widely discussed topic in social and educational development in China. Focusing on selected key issues in question, this article examines the nature, necessity and possibility of building the world─class university. It also discusses how to integrating basic education and the world─class university development. It recommends to continue to prioritse education in social development, meanwhile emphasizing the major aspect of the contradiction and the focal point in two─point theory.
