Based on the brief introduction of the historical evolution of educational policies in Russia, this paper recapitulates some new viewpoints of the meaning and function of educational policies in research. In particular, it puts great emphasis on the interrelationship between educational policies and national development, and on the significance of the main educational policies for national development in Russia in the new century.
