| 英文摘要 |
Modern university system is an ideal design about the model of university development. Constructing the modern university system is value─oriented in details, the values involved i.e., accountability, relevance, acceptance, creativeness；they build a value─chain for modern university action. Therefore, the development of university must establish a harmonious relationship with outside world, while the key to it is to keep a balanced value structure.
