The Modern university should inevitably take the characteristic development course. Nowadays, the activity and creativity of university staffs has become the mainstay of the its characteristic development, which are mostly inspired by the inner system. Therefore, the system construction by the principle of human─orientation to protect the academic freedom and the students’ character development.
