在教育行政研究中引入组织行为学的概念框架和认识方法可以推动教育行政研究的科学化和具体化，使教育行政研究与更一般的行为科学和管理科学进行对接。本研究从组织行为学的框架出发，针对某省级教育行政部门的组织结构、职能行政行为进行调查研究，揭示了当前教育行政机构组织行为中存在的一些特征和问题，初歩回签了教育行政部门是什么、在做什么的问题。

| 英文摘要 |
The conceptual framework and research methodology of organizational behavioristics is helpful in providing insights for educational administration study. With the insights gained from the perspectives of organizational behavoristics, the present paper reported a preliminary investigation on the organizational behavior of an educational administration on provincial level in mainland China. The characteristics and problems among its organizational structure, function as well as its mechanism were discussed.
