| 英文摘要 |
This article introduces the spirit of helping the disadvantaged in vocational education system explicated by Tunesco and other international organizations. Combing the discussion on the corresponding measures of Chinese government in the development of vocational education, this paper suggests that the building of a system of lifelong education, vocational education’s function in helping the disadvantaged should be strengthened and improved through multi—dimensioned changes in the goals, objectives and the systematic building of education.
