教育法律制度对教育事业发展意义重大，但我国现行教育法律制度存在着理论薄弱、体系零散、内容空泛等许多问题，已不能适应教育发展实践的需要。本文试图展开对此问题的广泛探讨，并就完善该制度的基本原则和整体方案提出的初步思考。

Educational legislation is significant to the development of education sector. However, the problems in current educational legal system, such as lacking of theoretical support. Systematic approach and solid content etc, which certainly can not meet the practical demands of education. Therefore, this paper tries to put forward some essential principles and the integrative program to improve the legal system so as to arouse the attention and discussion in our academic community.
