| 英文摘要 |
With the increase in enrollment in higher education, many countries in the world increased their pace of reform and raised new questions about quality and accountability. This paper offers perspective on the trend toward accountability and quality assurance for higher education. It points out that it is unlikely that a single approach to quality assurance can be developed in view of the complexity of higher education, and multiple approaches may be inevitable especially because most available approaches have shortcomings.
