The new type of rearward service system in colleges and universities should be based on the rule of interaction and co─development of various elements of rearward service assurance, such as macro control of government, market provision, autonomic selection of colleges and universities, self─discipline, and monitor from functional departments. It aims to establish an open, competitive rear service system with marketed resource allocation, socialized service and enterprising mechanism.
