本文採用歷史制度主義的基本方法，考察和梳理了印度高等教育政策演變及其制度變遷過程；並對印度高等教育政策的呈現方式、內容的規定性予以概括和總結，文章還根據印度國家《第十一個五年規劃》等最新文獻中有關高等教育發展的政策性建議，闡述了印度未來高等教育發展目標和實施策略等問題。

| 英文摘要 |
The paper describes and analyzes the evolution and institutional changes of the higher education policy in India from a viewpoint of historical institutionalism. It also summarizes how the policies are formed and provided in terms of types and contents, and points out what will happen to Indian higher education including its future development of goals and actions by introducing newly-published documents, such as the National Eleventh Five-year Plan as well as the reports of National Knowledge Commission and University Grant Commission. The paper aims at helping readers to learn and understand more about some experiences and national strategies of Indian higher education, by which it will be hopeful to promote the development and reform of Indian higher education, by which it will be hopeful to promote the development and reform of Chinese higher education, both theoretically and practically.
