我国社会体制的演变全面决定了大学办学权的发展，并使办学权在大学与政府之间形成了一个飘移的过程。大学办学权生成后，在计划体制下从大学办学体制中被拨离，向政府飘移，并因为政府集权，形成了以政府为核心的极化现象。在改革中，政府职能转换，办学权开始从政府像大学飘移。在现代大学制度建设过程中，办学权不断向大学回归，最终固化为大学体制的一部份，使大学成为充分自主的办学实体。

| 英文摘要 |
The evolution of Chinese societies fully determines the development of university power, and makes the latter a process of power shifting between university and government. In the period of central planning, university power was taken towards the government hence formed the centralization of state power. In the period of Reform, the government has changed its roles and university power was gradually returned to the university, enabling institutional autonomy.
