The Elementary and Secondary Education Act of America（1965）is an important act in American educational history. It dealt with “Race ”and “Poverty”. So it was obvious that the argument and conflict of political parties, races and other various forces in the process of formulating and enforcing it. This process revealed the features of educational policy decision—restricted power and positive freedom.
