伴随着我国经济全球化、市场化、现代化进程的不断深入，高等教育资源配置方式已经和正在发生着巨大的变化，这一变化是在由计划经济向市场经济转轨过程中，两种不同制度环境约束条件下资源管理系统不断优化发展的变迁过程，是这一时期制度安排的必然结果。本文借助新制度经济学和比较制度经济学派的研究方法，对国内外高等教育资源配置转型程度的研究现状、本课题的理论研究假设、基本推论、分析模式和指针体系进行综述和概括，构建我国高等教育资源配置转型程度研究的分析框架，以期推动该领域的研究不断深入。

| 英文摘要 |
Along with the globalization, marketization and modernization development process of Chinese economy, the resource allocation mode of higher education has been changed greatly and is still undergoing great changes. The changes, taken place in the process of the planned economy system shifting to the market system and subject to the two different systems, are an ongoing optimizing process of respource management system. It is an inevitable result of the system of the time. This paper summarizes in general the present research status, the theoretical hypothesis, the basic conclusion, the analysis mode and the index system of resource allocation process of higher education by the application of the New Institutional Economics and the Comparative Institutional Economics. It forms the analyzing frame for higher education resource allocation mode changing degree in China, promoting further research development in the field.
