英文摘要 On the basis of the three documents by UNESCO, the author gives fresh ideas about the contents of higher education innovations which include their innovations of the outlooks of talents, students, education and teaches. Thereby, the author concludes that the crux of the higher education innovations is the system innovations, that is , the system innovations of higher education managing, running, investing and funds circulating.
