進入新世紀，社會經濟生活等各方面都要求現在的學生掌握新的知識和技能。如何掌握這些技能已成為目前各國和各國際組織重點關注的問題。美國21世紀技能計劃對21世紀人才技能教育提出明確的目標和實踐方式，加入該計劃的九個州也都根據自身實際情況制定和實施計劃方案。儘管沒有有效數據表明該計劃在美國產生的具體影響，但美國及時的政策轉換與實踐還是給我們發展21世紀人才技能教育提供了不少學習和借鑿之處。

| 英文摘要 |
Great changes in social and economic conditions call for a good grasp of new knowledge and skills. How to gain these skills has been the key topic in different nations and international organizations. The “21st Century Skills Plan” in America brings forward the specific goals and practice. Nine states in the plan have carried out their respective implementation measures according to their own situations. Although the actual effects of this transfer policy is not easy to evaluate, but it is surely worth learning.
