国际化是当今社会主要的特征之一，高等教育面临着日趋激烈的人才和资源竞争，大学战略规划在明确办学方向、提高办学效率、增强大学适应性等方面具有重要意义。我国大学纷纷设立了与大学规划相关的机构，规划机构的性质、定位和职能划分不仅需要从组织理论上阐明，更急需从国外大学同类机构的案例研究中获得启示和借鉴。

| 英文摘要 |
Internationalization is one of the main characteristics of today’s society. Higher education is facing increasingly intensive competition for talents and other resources. Universities require clear direction in strategic planning, improving operational efficiency, and adapting to a complex and rapidly changing environment. Many Chinese universities have set up offices for institutions planning. With regard to the nature, orientation, and functions of these planning offices we need to understand them not only in relation to organization theories, but also in relation to successful experiences of prominent overseas universities.
