大学与政府研究机构是国家创新体系的重要组成部分，形成两者之间的互动与合作伙伴关系，是提高国家创新能力的重要课题。美、英、法、德等主要发达国家通过政府引导推动，明确双方职能并使之互补等手段形成了内容广泛、形式多样的合作伙伴关系，并且表现出了伙伴关系的国际化、研究与培训的跨学科化、高新技术领域的学研产一体化等趋势。

| 英文摘要 |
University and government research institutions are the important components of the national innovation system, their interaction and cooperation partnership is an important topic in improving national innovation ability. The main developed countries such as America, Great Britain, France and German have formed wide-ranging and various types of partnerships between the two through government's promotion, defining their supplementary functions explicitly. The partnerships in this countries display such trends: partnership internationalization, the interdisciplinary feature in research and training and he integration between university, research institutions and industry in the domain of high technology.
