In 1992, Carnegie Foundation for the Advancement of Teaching published A Special Report：School Choice, which evaluates the effects of school choice in the United States. The crux of the report is that school performance is determined not only by an institutional arrangement but also an administrative endeavor. The actual effect of school choice depends largely on principals’ leadership, teachers’ innovation, the infusion of funding from federal, local and private sources, and small size of the school. The policy makers should focus on students’ performance rather than school locations.
