The author thinks that the life of education itself, the research on the common attributes of building teacher development schools(TDS), and the running philosophy of the TDS should be pay much more attention in constructing the TDS. Among these contents, the author particularly emphasizes that the running philosophy should cover:mastering the goals, going back to the practices, collaborating for the development, empowering the teachers, highlighting the institutions coordination among teaching, learning and research, interaction with culture, differences in harmony, emphasis on concreteness, and operation in various ways.
