中文摘要 次优制度改革是达到良性动态均衡制度变迁的必然,它既需要外在制度的先导,也需要内在制度的规定性。深入、系统地分析制度要素,才能把握改革的问题点。次优制度改革应当遵循讲究成本收益、公平正义、集分平衡、简单中性、普适稳定、差异分类六大原则。
英文摘要 Reforming the Secondary System is the necessary step in the transformation of a well─developed dynamic system. It needs not only the preparation of outside systems but also a well─established inside system. Only to analyze these systems profoundly and systematically, can we grasp the key issues in reforming the secondary system. In conducting the reforms, we should follow 6 principles, namely the cost─profit principle, the principle of justice, the principle of balance─of─concentration─and ─deconcentration, the principle of widely─ranged application, the principle of simplification, and the principle of variation.
