The diversification of higher education is formed by autonomous operation of an institution in social competition. The role of an institution should be considered in a dynamic manner. While an institution formulates its own developmental strategy rationally circumstances, the role of the government is to improve the social competition mechanism and macro─adjustment, in order to construct a reasonable structure for higher education.
