政府权力的大与小以及政府本身的强与弱是教育发展中的重大的理论与实践问题。其本质在于政府在哪些方面可以拥有权力以及权力掌握到什么程度，给基层和学校的自主发展能留出多大的空间。自由主义政治哲学理论为此提供了理论分析的框架和基础。无论在宏观的、理论的层面，还是在微观的、实践的层面，教育改革对市场机制或民主机制的选择应表现出一种一以贯之的逻辑和方向。强政府的实现是符合中国当下教育发展情势的合理选择。

| 英文摘要 |
It is a key issue whether the government plays a powerful role in developing education. The essence of this issue lies in the degree to which the central government will give its authority to local governments and schools. The politics philosophy provides a theoretical frame and basis to analyze it. Whether we choose market mechanism or democratic mechanism, it is important for us to keep consistency macroscopically and microcosmically, as well as theoretically and practically. A strong government is a reasonable choice according to the current situation of Chinese education.
