2004年6月，教育部、财政部、人民银行、银监会联合下发了《关于进一步完善国家助学贷款工作的若干意见》，对在此之前的国家助学贷款政策做了迄今为止最具力度的修订。新政策完善了国家助贷款制度，将对参与国家助学贷款的主要三方（学生、学校和银行）产生积极的影响，同时新政策自身也存在着不足之处。

In June 2004, Ministry of Education, Ministry of Finance , People’s Bank of China and China Banking Rgulatory Commission jointly issued “Several Proposals on the Further Improvement of State─Assisted Loan for Poor Students Project”, and made the most profound amendment to the former policies of State─Assisted Loan for Poor Students to date. The new policy has improved the system of State─Assisted Loan for Poor Students and will have positive effects on the poor students, colleges and banks which are involved in State─Assisted Loan for Poor Students, while the new policy also has some problems itself.
