本文根据国务院学位办2007年5-7月的调查数据分析了我国独立学院发展概况，以及独立学院学士学位授予工作中存在的主要问题：在2008年2月22日教育部颁布《独立学院设置与管理办法》之前，独立学院自己没有学士学位授予权，一般由公办母体高校进行学士学位授予工作，在学士学位授予标准、授予方式、管理机构和工作程序上存在较大的差异，影响了学士学位授予质量。为此，本文建议：应进一步规范独立学院学士学位授予标准，提高学士学位授予质量；加强独立学院学士学位授予工作管理制度建设，进一步规范其学士学位授予管理构与程序。

| 英文摘要 |
Based on the statistical survey conducted by the Office of Academic Degrees Committee of the State Council from May to July 2007, the article analyzes the development of independent colleges in China and main issues which exist in the process of bachelor’s degree awarding of independent colleges. The research indicates that before Measures for the Establishment and Administration of Independent Colleges were promulgated by the Ministry of Education on February 22nd, 2008, independent colleges had no right to award bachelor’s degree, which were generally exercised by their maternal universities, and considerable differences bachelor’s degree, which were generally exercised by their maternal universities, and considerable differences existed in standard, way, management institution and functioning procedure for bachelor’s degree awarding between different maternal universities, which therefore have affected the quality of bachelor’s degree awarding. The article makes suggestions from the above analysis as follows: the standards of bachelor’s degree awarding of independent colleges should be further regulated so as to improve the quality of bachelor’s degree awarding; the construction of bachelor’s degree awarding management systems of independent colleges should be enhanced to further regulate their management bodies and their procedures for degree awarding.
