The cultivation of distance English learners’ application capacity caters to the demand of society and adult learners in open education system, and is also determined by the feature of English learning. This paper attempts to analyze the existing problems in the development of distance English learners’ application capacity as well as the reasons. Then it probes into some pertinent strategies.
