欧盟各成员国对中小学教师职业身份的定位有所不同，据此建立的教师职业保障制度也存在着差异。本文从教师的任用、工作调动、辞职、职业终止等几个方面对各成员国的教师职业保障制度作初歩的分析与比较，以期为建立我国的教师职业保障制度提供借鉴。

| 英文摘要 |
The employment status of teachers in primary and lower secondary schools is varied in the European Union Member states. Furthermore, the job security systems established for teachers are different. The article tries to analyze and compare the systems in different member states in the appointment, transfer, resignation and termination of employment of teachers. The findings will be helpful to establishing our own job security system for teachers.
