高等教育大众化是一个历史过程，它需要经历四个时期的演进，其一是世俗化，这个时期要实现高等教育控制权从”神权”向世俗的转移，其二是实用化，它要实现高等教育课程结构向职业方向的变革，其三是大众化，即国家需要制定鼓励大众接受高等教育的政策措施并出现入学人口大规模增长；最后是个性化，它把高等教育发展重心从规模扩展转向个体的切实受益上来。世界各国高等教育大众化发展一般都需要经历这四个时期。

| 英文摘要 |
Higher education massification historically experienced four stages：secularization, pragmatism, massification, and individualization. Every stage has its own goal. These goals are respectively the transfer of control power, the change of curricular structure into career, the increase in enrollment, and the individual advantages from higher education.
