中文摘要 本文透過晤談及文件分析法,以探討美國加州San Bernardino 學區教師評鑑的特色,作為高雄市實施教師評鑑的參考。經分析後,該學區的教師評鑑特色為:依法實施、教師協會參與評鑑原則的訂定、偏重形成性評鑑目的、評鑑規準可調整、輔導計畫周全、流程與時程明確、實施有彈性、尊重被評鑑者等八項。依據San Bernardino學區教師評鑑實施特色,建議有六:教師評鑑實施辦法由市議會立法通過,或教師聘書上應列有接受評鑑的條款;在修改評鑑原則與規準時,應邀請教師會參與;評鑑規準一定要評鑑者與被評鑑者彼此協商後才實施,以符合班級或教師個人情況與需求;應設計輔導計劃,以輔導少數獲得令人不滿意評鑑等級的教師;評鑑時程要更明確;設計變通計劃,使教師評鑑實施更有彈性。
英文摘要 The goal of this study is to analyze the Characteristics of Teacher Evaluation at San Bernardino School District, California, USA. And these characteristics could be an example for Kaohsiung City. After interviews and document analysis, characteristics come to the following:1. Teacher evaluation has its basis of law. 2.Teachers Association is invited to develop evaluation criteria. 3. The school district put emphasis on formal purpose, rather than on summative one. 4. Evaluation criteria is adjustable. 5. The comprehensive supportive and assistant program is prepared. 6. Evaluation procedure is definite. 7. Flexibility is shown in evaluation process. 8. Evaluatees receive the respect in the process of evaluation.Based on characteristics above, suggestions are offered:1. The programs of Teacher evaluation should be voted by Kaohsiung City Council, or the article of teacher evaluation should be stated in the teacher agreement. 2. Teachers Association should involve in adjusting teacher criteria. 3. Teacher criteria should be discussed by the evaluator and the evaluatee, in order to meet needs of the class or teacher. 4. The supportive and assistant program should be designed to guide teachers who get the unsatisfactory rating. 5. The timeline of evaluation should be more definite. 6. The alternative program should be planned, that could makes the practice of teacher evaluation more flexible.
