On the basis of teacher’s career phases and the posts set by the school, this article points out that, in order to guarantee the quality of continuing education of teacher, its goals and contents which are adapted to teacher’s career phases and schools’ post requirements must be established. Meanwhile, the relevant certificate system and administrative system also must be established.
