New local colleges have the tendency of unclear recognition of their location, inaccurate orientation, neglecting their own advantages, being eager for big, all─round colleges with aim above their reach, which restricts college’s healthy development. Their goal orientation should keep on the standard based on effectiveness, make sure their own service pattern. Facing market, they should find the exact entrance based on the reality, and they should combine diversity with specialization. Goal implementation focuses on teaching, inspiring teachers, high─lighting characteristics, promoting teaching quality.
