目前老年人處於網路弱勢族群，打造一個適合老年人的上網環境，讓每個公民皆有公平使用網路資源的權利是理想資訊社會的願景。本研究從老年人上網的重要性出發，瞭解其上網的效益，並蒐集國內外相關文獻，作為建構老年人上網友善環境的基礎。藉由文獻探討、論述分析，編製初步專家調查問卷，再利用德懷術對15 位學者專家進行諮詢，先後進行三回合的書面往返討論、修訂，漸漸獲得較大的共識，差異性漸趨減少，完成老年人友善上網環境的建構，最後獲得若干結論。首先，透過文獻探討結果，上網對於老年人的生活品質有正面的效益；再者，經專家諮詢，臺灣老年人友善上網環境建構完成，包含網頁內容與設計、上網學習活動、網路近用及上網政策等四個層面，共五十一項指標，作為未來政府及老年人相關社會服務單位建立友善上網環境的指引。

| 英文摘要 |
This study was conducted with an attempt to construct a friendly environment for seniors on the Internet. In the information society, the access to the Internet is human rights. Everybody including the seniors should have a fair opportunity to surf cyberspace. This paper was planed to achieve the following concrete objective: to construct a friendly environment for the seniors on the Internet. For this objective, discussion analysis and Delphi technique were employed. The researcher employed Delphi technique to invite experts to a discussion by written forms several times to reach an agreement on what an ideal environment for the seniors on Internet is. Major results were as follows: First, the seniors can get useful information, communicate with each other, and shop on the Internet to enhance the quality of life. Second, the friendly environment for the seniors on the Internet includes 4 dimensions. Each dimension is composed of 8-13 items, 51 items in total.
