从1999年开始，我国高等教育发展速度和规模持续增长，到2006年，高等教育在校人数达到2500万，高等教育毛入学率也达到22%，我国高等教育已经从精英教育阶段进入大众化阶段。在高等教育大众化的过程中，必须重新审视高等教育质量问题，树立新的高等教育质量观，建立更加完善的质量保证体系，从而使我国的高等教育达到数量和质量的和谐统一。

| 英文摘要 |
Chinese higher education has rapid scale development since 1999. In 2006, higher education enrollment in China reached 25 million, representing a gross enrollment rate of 22%. As Chinese higher education has become a mass system from an elite one, it is necessary to review its quality issues, re─define the concept quality, and construct a new quality assurance system. The goal is to achieve a harmonious balance between quantity and quality.
