This paper firstly introduces the historical changes and types of the government financial aid to private universities in Japan with a focus on the character of relating financial aid to evaluation. Then it points out financial aid to private university usually reflects the government attempts based on a systemic analysis. Finally, it concludes some findings which might be useful reference for China.
