篇名 WTO會員國教育服務開放承諾之分析及其對我國未來教育服務談判之啟示

中文摘要 依據現有文獻,教育服務貿易仍是WTO會員國在「服務貿易總協家」(GATS)下傾向不給予自由開放承諾的服務部門之一;然而,若從1998年三十個增至2002年四十二個會員國對教育服務業作出承諾來看,量的增加是否預告各國對於教育服務的開放漸持「不排斥」態度?是否已開發國家比開發中國家更為開放?各國是在考量教育開放利益下作出承諾的嗎?與這些有關的教育服務開放議題之研究相當闕如,且在有限的文獻中又充滿著對教育服務開放的迷思,鑑於此,本本擬透過文獻探討及比較,初窺教育服務市場的規模,分析WTO會員國教育服務開放現況,進而提出並釐清與在WTO-GATS架構下教育服務開放之迷思,並本於此研究的論述提出對國內未來教育服務談判準備的啟示;最後,本文也期待透過本研究提供國內有關教育服務開放研究前進的重要平台。
英文摘要 According to the existing literature (e.g. WTO, 1998; APEC, 2001), education services are one of the least committed sectors subject to the GATS coverage among WTO members. Currently, however, it is seen that the WTO members making commitments on education services are increasing from 30 in 1998 to 42 in 2002. Does the increasing number of countries imply that the WTO members are holding an acceptable attitude towards education market opening? Can a contrast be seen between developed and developing countries? Does this opening base on WTO members’ consideration of benefits after opening market or something else? However, the current literature on these issues is in dearth and full with myths. Against this background, this paper aims to examine the size of education services, to explore the relations between the GATS and education, to analyze the current commitment under the GATS in education services, and to identify and clarify myths regarding the education market opening under the WTO-GATS. Based on the results, the research-based implications for Taiwan’s future talk on education services are proposed. Ultimately, it aims to provide a platform to encourage further study on education services.
