流动人口子女义务教育问题是研究者：和政策制定者关注的一个重点问题，[两个为主]的教育政策是教育部门出台的解决此问题的主要原则，本文通过对流动人口子女义务教育问题和[两个为主]政策的分析，指出了[以流入地政府管理为主]的政策无法有效解决该问题，同时提出了用[教育券]制度解决的优势和可能的困难；而[以全日制公办中小学为主]的政策则是解决该问题应该坚持的指导方向，同时指出了该政策的执行情况和现实的可行性。

| 英文摘要 |
The compulsory education for the migrant-rural labors' children has become more and more important. This article, through the analysis of the educational policy, indicates that giving priority to the government of the inflow place can't resolve the problem effectively and new policies should be proposed. On the contrary, the policy, giving priority to the public elementary and junior high school, is what should be followed.
