为了迎接来自内部和外部新的挑战，高等教育机构已经形成和实施了一系列质量评估方案，但是现有的高校质量评估方法单一，不够全面和完善。鉴于目前缺少系统和持续的质量保障体系，作者对源于技术和工业的“质量“概念从内涵和外延做了明确定义；机构质量保障和项目评估应该相互补充，把独立的绩效监控手段和不同的评估方法结合，以此作为核心的质量保障工具，并加入一套体系化和连贯的管理系统之中。同时，高校质量评估应以效果为导向，充分考虑高校顾客之需要。

| 英文摘要 |
To meet new challenges from inside and outside of the higher education system, many higher educational institutions have proposed and implemented a series of quality evaluation projects. However, the current evaluation methods are still simplistic and imperfect. In view of lacking systematic and sustaining quality guarantee systems, the author carefully elaborated the concept of “quality” derived from the industrial and technical field. The author further proposed that the institutional quality guarantee and program evaluation should be mutually complementary. The key quality guarantee instrument which combines the independent performance monitoring measures and diversified evaluation methods should be incorporated into a successive manage system. The author finally suggested to take an effect—orientated quality evaluation quality evaluation in higher educational institutions, and to give a full consideration to the need of our customers.
