在“加快普及高中阶段教育”政策的引领下，普通高中教育作为高中阶段教育的重要组成部分，为了实现《国家中长期教育改革与发展规划纲要（2010 - 2020年）》第三条规定的“到2020年，普及高中阶段教育，毛入学率达到90% ”的既定目标，其价值取向必将发生重大转型：一要合理配置教育资源，不断缩小差距，走公平基础上的效率化发展道路；二要坚持教育质量为本，实现跨越发展，走内涵基础上的跨越式发展道路;三要推进规范管理力度，寻求体制创新,走制度基础上的创新型发展道路;四要省思普通高中性质，满足多重需要，走养成基础上的选拔化发展道路。

In the guiding of “Speed up senior secondary education universal” policy, in order to accomplish to set objective “by 2020, senior secondary education universal, the gross enrolment rate reaching 90 percent” in the outline of the national plan, the value orientation study of general senior secondary education policy will be transformed greatly in China. Firstly walking the equality basis of efficiency development path，Secondly walking the connotation basis of leap - forward development path，Thirdly walking the system basis of innovation — oriented development path, Fourth walking the cultivate basis of selected development path.
