随着高等教育的制度变迁和高等教育管理体系改革的系统化，以”效益”为根本价值取向的高等教育管理模式被证明恰恰是高等教育管理缺乏效益的症结所在。在高等教育管理改革中，开始引入权力下放、政策指导、教育立法、设立中介机构等具有民主取向的基本价值观念，试图通过高等教育管理的民主化运作来实现其宗旨和目标。本文从三个方面论述了高等教育管理的民主化运作：民主化取向的确立、民主化运作的基本框架及社会支持环境。

With the change of the higher education system and the systematization of the structural reform of the higher education administration, the higher education administration mode, with “benefit” as its fundamental value orientation, has been proved to be exactly the key problem of the deficiency in benefit of the higher education administration. In the reform of the higher education administration, we have begun to introduce the basic concepts of value with democratic orientation, such as the devolution of administration power to the lower levels, the policy guidance, the educational legislation and the establishment of the intermediary institution etc. attempting to reform and achieve its aim and purpose through the democratization operation of the higher education administration. This paper expends the democratization operation of the higher education administration from the aspects：establishment of the democratization orientation, the basic frame of the democratization operation and the social supporting environment.
