The papers tries to compare the Chinese and Japanese national university reform in the modernization process, and analyzes the historical phenomena about the overseas student education, reveals the different understanding and choice to the western science and technology between the two countries, and then thinks about the causes of the choice and lost of Chinese early education modernization.
