The paper analyses the problems of principal evaluation at present, pointing out the urgency of improving the evaluation system. The author explored the new evaluation model, Value-oriented Evaluation Model, to improve the situation. The concept and define of the new model are represented. The application of the model in principal evaluation is discussed.
