面对快速变化的人力资本市场和教育服务市场的双重约束，以需求为导向、从培养机构自身优势出发的教育质量转型是新时期我国高等教育的重要特征。高等教育质量管理体系建设应向有利于质量转型的方向发展。促进质量管理重心下移，建立分工协作、相互制约的内外部质量保证体系是可行的方案。

| 英文摘要 |
In face of rapidly changing dual constrains of human capital market and education service market, the main characteristic of Chinese higher education in this new age is need-oriented education in this new age is need-oriented educational quality transition based on the comparative advantage of the higher education institutions(HEIs). The viable actions for promoting transition in educational quality are enabling decentralized authorities, division of labours and checks and balance of power in quality management.
