This article presents a comprehensive picture of UNESCO and the institutes and centers for education under its framework, and particularly focuses on a comparative study of major activities of these institutions, such as research, training, consultancy, publication and documentation, and forum sponsoring. The study shows that UNESCO's internationalized educational research institutions are characterised of task division, cooperation, adaptable to changes, and participatory culture. These are of valuable relevance to China’s educational research.
