Building high-level university and world-class university not simply depends on persisting effort by the university itself, but more on conducive macro-environment and policy support. Currently it is imperative to thoroughly implement the Scientific Outlook on Development and detailed requirements of the Reform, so as to establish on this basis, concrete institutions and policies for promoting the development of higher education, high-level universities and world-class universities.
